Systematic Upscaling to link Kinetics with Moment Equations

We use the Systematic Upscaling of Brandt to link the evolution of plasma kinetics to moment equations. The moment integrals act as a stable restriction operator, and we demand that moments are preserved by interpolation. We interpret the tau-correction of FAS multigrid as a numerical closure, which can be compared to ansatze, such as the non-local closure of Hammett and Perkins.
